
Egypt’s ETA announced plans to roll out a “White List” for the country’s most tax‑compliant businesses, pairing the program with a new mobile app for property tax payments.
White List program offers tiered benefits
According to the tax authority, the White List will be compiled automatically using objective, risk‑based criteria. Taxpayers that meet the standards will be placed in one of three categories—Platinum, Gold or Silver—and issued a Tax Excellence Card. The card is intended to speed up interactions with the agency.
Members of the list will enjoy faster VAT refunds, receive certificates of appreciation and honorary awards, and gain priority access to the Advance Ruling Unit and the Investor Support Unit. A dedicated hotline will also be available to these taxpayers. The authority says the initiative follows directives from Finance Minister Ahmed Kouchouk to strengthen voluntary compliance through additional incentives and simpler procedures.
The names of the selected entities will be disclosed at the upcoming “Thank You 2” conference, where they will be publicly honored.
New app aims to digitise property tax
In a separate move, the ETA is set to launch a mobile application that allows users to pay property disposal tax without visiting a tax office. Through the app, individuals can upload the required documents, and the system will automatically calculate the tax due on the transaction. After payment, users receive a tax clearance certificate and can track the status of their application in real time.

This digital tool is part of a broader transformation strategy that seeks to simplify tax procedures and improve service delivery. The authority hopes the app will lower administrative burdens and encourage more taxpayers to comply voluntarily.
While the White List targets corporate compliance, the property tax app focuses on individual owners. Both initiatives rely on automation to reduce human error, a trend that mirrors similar reforms in other emerging economies where digital filing has boosted revenue collection.
Some observers note that the success of these programs will hinge on the clarity of the eligibility criteria and the reliability of the mobile platform. If the system can handle peak demand without glitches, it may set a precedent for further e‑government services.
In the short term, the ETA expects the White List to improve cash flow by accelerating refunds, while the property tax app should cut processing times for real‑estate transactions. The authority plans to monitor uptake and adjust the programs as needed.
